Terrorists and Anthrax:
Let's get history out of the way first. We were not ready for anthrax and we should have been. We have been aware of the threat for years. We did nothing about it. I am not blaming anyone in particular. All of us have been complacent. Now lets get to the issue.

It should not be possible to send biological agents through the mail. All of that stuff is just too easy to destroy. In fact, we have the tools. They should have been in place years ago. Now it's time to put them place. We need them everywhere that mail is handled, not just in a few post offices. Let's not forget UPS and FedX . A simple radiation device, through which all mail must pass, would do the trick. For sure, film would be destroyed. That's life in a war.

That will take care of the mail, but it will not take care of the anthrax problem. It should be clear by now that the anthrax being spread all over the country did not all come from one or two letters. It could not have got everywhere that it was found in those letters. Believing that is way too much of a stretch.

We are going to discover that it is being distributed by Taliban terrorist; by a person or persons. We need to figure out how and who. Whoever is doing it fully expects to die of it. Let's find them and help them along. We need to find out how they are getting it into those places. They have found and are exploiting holes in our defenses.

As to that, the government says that our investigators are doing a great job. Frankly, I don't think so. The apparent lack of organized problem solving in our capital is disconcerting. The truth is, they don't seem to know how to investigate at all. They are not problem solvers. They are plodders following leads. What we need are problem solvers.

We need to quit following trails and start solving problems. This classic investigative practice of following leads makes it too easy for our enemies to drag red herrings across the trail. I think we are being led around by the nose right now. The enemy is jerking our investigators from place to place and from dead end to dead end.

We need people who can think rather than follow a trail of clues. When you are following clues, you are at the wrong end of the problem. You need to get to the front end of it.

How do you do that? First stop threshing around. Stop running after every will-o'-the-wisp. Sit down. Start with what you believe. Assume it is a fact. Then you ask the question, If I wanted to do this deed, how would I do it? Then you brainstorm the question and list the possible ways that you could do it. You eliminate the unlikely and impossible from that list. Then you systematically check out what is left. Most of the time, that will yield the solution. If not, we start over.

This method is proven and will work with the question of how the anthrax is being distributed. You start with the assumed fact that a person or persons are doing it. Then you ask, If I wanted to get anthrax into this place, how would I do it? The answers to that question will show you the weak spots in your defense.

Next you ask, If I were a terrorist in place, where would I hit next? the answer to that question may lead you to the terrorists. The point is to quit following these fiends and get ahead of them.

The method will also work with where the Anthrax was produced. There, you begin with the assumed fact that it was produced in Iraq. Then the question to answer is how did they get it from there to here?

Why Iraq? We know that the primitive savages in Afghanistan could not have produced it. They do not have the technology. We also should realize by now that this is an organized deliberate attack. It is not likely to be a random action of some domestic madmen. Therefore, we assume a foreign power. Then we must ask which is the most likely foreign power to do a deed like that? The obvious answer is Iraq.

This method will also work with the predicted attack on our west coast bridges. I asked myself, given the defenses which the media has shown me, how would I take out that bridge? The answer is, through the only approach which is not guarded. The answer is, with a submarine or a scuba team, underwater.

Once you know of a weakness, you can guard it. Ask how a scuba team would get into the bay? Guard that access and any others your question reveals. How would they get a sub? Make sure that cannot happen. It's really simple. Quit following the madmen and get ahead of them.
